Nebraska Racing and Gaming Commission Voluntary Self-Exclusion (VSE) Program — one list for the whole state: 'The program allows individuals to self-exclude from entering gaming areas and participating in wagering activities at Nebraska-licensed gaming establishments.' Under the policy's Policy Overview section, the Commission maintains that list and distributes it to all licensed gaming operators and their ownership groups for enforcement.The second sentence is given as prose rather than as a quotation for a mechanical reason, not a doubtful one: it is on page 1 of the policy PDF under Policy Overview, but that page does not extract as clean text (font names are interleaved into the middle of the sentence), so it cannot be quoted and checked reliably. Covers online betting
Not confirmed. The Commission's VSE Policy and Procedures never mentions online, mobile or internet wagering — the words do not appear in the document. It describes casinos and live or simulcast horse racing only. So we cannot say whether any app-based or online betting is reached by this list, and you should not assume it is. Covers casinos and shops
Yes. While on the VSE list an individual may not enter a Nebraska-licensed casino and 'May not wager on live or simulcast horse races', and may 'be removed by security or law enforcement if found in violation'. Covers the lottery
Not confirmed. The programme is defined around 'Nebraska-licensed gaming establishments' — the casinos at licensed racetrack enclosures — in the Commission's VSE Policy and Procedures at https://nrgc.nebraska.gov/sites/default/files/2025-08/VSE%20Policy%20and%20Procedures%202025.pdf, and neither that policy nor this statute mentions the Nebraska Lottery, which is run by a different agency (the Department of Revenue). How long you can choose
One, three or five years, or lifetime — and lifetime has a condition: 'Lifetime exclusion may only be selected if the individual has previously completed a non-lifetime term.' So you cannot walk in and choose a lifetime ban first time.nrgc.nebraska.gov, checked 3 October 2026
Can it be undone

What happens when it ends
It does NOT end by itself. The term you choose is a minimum, not an end date: you come off the list only when you ask, and you can only ask once the full duration has expired. To be removed you must contact the Commission to schedule an appointment at the NRGC office and view the Commission's removal educational video.This is the opposite of states like New York and North Carolina, where the list drops you automatically at the end of the term. In Nebraska, if you do nothing when your year is up, you stay excluded — which is good news if that is what you want, and worth knowing if you were counting on it lapsing. How you sign up
On a form signed in the presence of a Designated Agent — 'Designated Agents may include Commission employees, casino security' — or by post, in which case 'a Commission employee will complete the Designated Agent section upon receipt'. The form needs your date of birth, the last 4 digits of your SSN, government-issued photo ID, a 2x2" passport-style photo, your chosen term, and all initials in the acknowledgments section. Worth knowing before you start

Two practical things the Commission's own removal form tells you. First, the exit requirement is real: 'You can submit a petition for removal only after the expiration of the self-exclusion period that you chose on your Nebraska Voluntary Self-Exclusion Enrollment Form', you must present photo identification in person at the NRGC office at 3401 Village Drive, Suite 100, Lincoln, and 'You must also submit proof of participating in an exit session pursuant to the Rules for the Nebraska Racetrack Gaming Act Title 296 Chapter 14.001.20.' Second, removal is not instant: the Commission 'has five business days from the receipt of your Petition for Removal Form to remove your name from the Self-Exclusion List and notify the casinos and racetracks of such removal', and 'you may be denied gaming privileges from the time you submit your Petition for Removal Form until' that is done. The statute behind all this, Neb. Rev. Stat. 9-1118, also forfeits winnings: someone on the list cannot collect winnings or recover losses from prohibited gaming activity, and those winnings are forfeited to the Commission instead (wording in the note).
